test(drift): read the MOA CLI through to_moa_stream

The alpha-removal test asserted on `DriftStream._CLI` and
`DriftStream.moa_stream`, which no longer exist for a Python-composed
stream. It now converts explicitly, which is where the MOA CLI comes from
once composition happens in Python.
