* unified common code

Two FG are moved to be regular fields. The mutator webhook handles this
migration, with long and complex functions, that most of them duplicates
each other.

We're about to add the 3rd FG => field case, and that becomes too
complex and too long.

This commit combines most of the code for the MDEV enablement and the
persistentReservation enablement into common functions, to allow adding
more FG/field. easily.
