Add vm-file-restore-operator support to HCO (#4474)

* Add vm-file-restore-operator support to HCO

Add vm-file-restore-operator as an optional component.
Update hack/config, deploy/images.csv, build-manifests.sh,
release-bumper.sh, csv-merger, manifest-templator,
components.go, consts.go, and csv_with_component.go
to wire up version tracking, image references, CSV generation,
environment variables, and app component constants.

Optional CSVs may omit both inputs, but providing both must error
instead of silently preferring the string value.

Rename VmFileRestore* exported identifiers to VMFileRestore* for
consistent acronym casing. Constant values are unchanged.
