refactor(logging) Narrow the exception handling in parse_typed_value.

Handle the "None" and "Empty" sentinels before attempting numeric
conversion, and catch ValueError only around the int() and float()
conversions. This avoids masking unrelated ValueErrors while
preserving the existing fallback-to-string behaviour.
