Pin the emitted `input_signature` against runtime-observed argument types (#849)

Adds an authoring-time tracing shim (`scripts/trace_arg_types.py`) that
records concrete per-parameter argument types from an unedited subject
run, plus two emission fixtures whose expectations derive from such
runs: a wildcard-batch union and a unanimous concrete control. The
trace-derived observations are committed as `assert` statements in each
fixture's `in/A.py`, and each expected `out/A.py` executes under TF,
which enforces the written signature at every call site.
