importer: add tests for controller-level bootc detection

Add thorough tests for the new bootc detection code:

transport.go:
- GetImageLabels returns correct labels from bootc and non-bootc images
- GetImageLabels returns error for invalid source
- IsBootcLabels correctly identifies bootc labels (7 table-driven cases
  covering both label keys, wrong values, nil/empty maps)

import-controller.go:
- PVC with fatal error annotation from bootc detection blocks pod creation
- checkBootcImage skips non-registry sources
- checkBootcImage gracefully handles unreachable endpoints
- checkBootcImage gracefully handles missing secrets
