Drop the release note's per-backend reach claims

The note asserted that the rollback reaches as far as the mechanism's own
whole-tree teardown and that no survivor leaves the job's reach. Neither holds
everywhere: the cgroup arm kills the child's session rather than the whole
cgroup, and the process-group arm releases the spawn's pgid, so a member that
refused the signal stops being tracked. The per-backend matrix belongs in the
API docs, not in a release note, so state only the user-visible fact and that
this is best-effort teardown on a failure path.
