docs: write the 3.0 upgrade guide

Leads with the requirements, since anyone on Symfony 6.4 or 7.x should stay on
2.2 rather than read the rest, and says so plainly along with how long 7.4 is
supported.

Covers check_path becoming required, the classes that are now final and the ones
deliberately left extendable, the request on RefreshEvent, DBAL 3 going, the id
column dbal_columns now needs, and what block_previous_jwt does and does not
block.
