[fix] Fixed web notifications received when disabled globally #495

When web notifications are disabled globally, users who have not
explicitly changed their notification preferences can still receive web
notifications for objects in an organization. This change ensures that
web notifications are only sent when the global setting is enabled, or
when the organization explicitly enables them.

Closes #495
