[change!] Changed Notification.type to be non-nullable #481

Made the `type` field on the `Notification` model non-nullable. This
change removes the need for fallback logic when handling notifications
of type `None` across models, handlers, and utilities. The
`notify.send()` function now requires the `type` argument.

Closes #481
