Point production dependency to dev-master and link test infrastructure docs

The jsonSchemaDraft2019 branch of the production library has been merged into master
(PR #21), so the dev-jsonSchemaDraft2019 constraint is no longer needed.

Add a link to the test infrastructure docs in the README Tests section so contributors
can find the base class helpers, data providers, and multi-draft expansion system docs
without having to discover them through the Sphinx site index.
