chore(deps): update dependency chai to v6 (#1040)

* chore(deps): update dependency chai to v6

* fix(deps): bump sinon-chai to v4 for chai v6 peer compatibility

sinon-chai@3.7.0 declares peerDependencies chai: "^4.0.0", which
conflicts with the chai@6.2.2 bump in this branch and made npm ci
fail. sinon-chai@4.0.1 declares chai: "^5.0.0 || ^6.0.0" and
sinon: ">=4.0.0", both satisfied by this repo's chai@6.2.2 and
sinon@22.1.0. Regenerated package-lock.json accordingly.

No source or test changes were needed: build, lint, and all
unit/component tests pass unchanged.
