feat(git,github): add pull, tag, branch show_current, and PR/issue enhancements

Phase 1 of C3 Migration Tool Improvements from dogfooding session.

Git tool:
- New `pull` operation (auto-permit, syncs with remote upstream)
- New `tag` operation with `list`/`last` args (auto-permit, read-only)
  - `last` returns empty string when no tags exist (no error)
- New `branch` `show_current` arg (returns just current branch name)
- Config: `pull` and `tag` added to allowed_commands and auto_permission

GitHub tool:
- `pr_list` --json now includes `reviewDecision` and `statusCheckRollup`
- `pr_view` --json now includes `reviewDecision` and `statusCheckRollup`
- Verified `issue_list` already includes `labels` field

🤖 Implemented together with Yoker.
