Add a cfg(test) fault-injection seam for OS-primitive error paths

Introduce a deterministic fault-injection seam at the OS-primitive boundary
in the linux, windows, and pgroup containment backends, following the
crate's existing hermetic-seam precedents (ScriptedRunner, loom cfg(path)
cores, task-local probes). Cover one concrete failure point per backend
(a sequential cgroup write, the second SetInformationJobObject axis, and
EPERM on a broadcast signal to a uid-changed child) with a matching
error-path test each, with no behavior change outside cfg(test).
