Add an opt-in report-serde feature for the reporting surface

Introduces an optional serde-backed Serialize implementation for the
crate's diagnostic reporting types (ProcessResult, ShutdownReport,
RunProfile, MemberInfo, LimitEvidence, SupervisionEvent and related
enums), serializing enum variants through their existing stable name()
identifiers rather than derive-tagged variants. Serialize-only, no
Deserialize, mirroring the deliberate one-way discipline already used for
Outcome/ErrorKind. Updates Cargo.toml features, lib.rs/README docs,
CHANGELOG, and public-api.txt accordingly.
