docs(ROADMAP): record the choices tier 1 froze

Turn Freeze before shipping into Frozen by tier 1: the four open choices
are now decided by the published functions, and two more are added, the
matrix axis convention mapMatrix fixes and the links an iteratee receives.
Note that the dropWhile of tier 3 duplicates the shipped filterUntil.
