build(deps): bump phoenix_live_view from 0.20.17 to 1.2.8 and migrate accordingly (#5580)

* build(deps): bump phoenix_live_view from 0.20.17 to 1.2.8 and migrate accordingly

- drop removed phx-feedback-for from error_tag/2 (no CSS relied on it,
  rendering behavior unchanged)
- add lazy_html as test dependency (required by LiveViewTest >= 1.1)
- adjust test assertions for boolean attribute serialization
  (selected/checked/disabled now render as empty string)
- add ids to phx-change forms (geo-fence, car/global settings, import,
  sign-in) to enable form recovery and silence LiveViewTest warnings;
  ids match the input id base so no input ids change
- reformat HEEx templates with the new LiveView formatter
