Update source file license headers to SPDX + Romic Exception

Follow-up to 94289e8 (which adopted the new license/CLA docs but left
source headers as-is). Based on imm.php's header format, minus its
ASCII-art banner - just the copyright line, an SPDX-License-Identifier
line, and a shorter license paragraph naming the Romic Exception
explicitly, replacing the old plain-AGPL boilerplate paragraph.

Applied to all 13 files that had the old header: src/*.c, src/*.h,
php_perfidious.h, perfidious.stub.php (C-style /** */ comments), and
flake.nix, nix/derivation.nix (# line comments). Existing copyright
lines/years were left untouched - only the license terms paragraph below
them changed.

Verified with a full `nix flake check`: every source file still compiles
cleanly with -Werror across the whole PHP/toolchain matrix, and
phpcs/phpstan still pass on the stub.
