Update package.xml: PHP min 8.1 (was 7.2), sync file manifest

Not currently published to PECL, but keep it accurate in case that
changes. The <php><min> requirement was still 7.2.0, long predating this
project's actual PHP 8.1+ requirement. The <contents> file list also
hadn't been touched since the 0.1.0 release: missing every .phpt added
during this cycle's audit/test-gap work, and missing perfidious.stub.php
entirely. Verified the tests/src/examples/m4 file lists now match the
working tree exactly.

Left <version>/<date>/<notes> alone - those describe the last actual
release (0.1.0), not current HEAD, and bumping them isn't mine to decide.
