chore(deps-dev): bump typescript from 5.9.3 to 6.0.3 (#1310)

* build(ts): resolve modules as a bundler, not node10

node10 resolution is deprecated in TypeScript 6 and fails the rollup build
outright (TS5107). "bundler" is the forward-compatible replacement and
matches how the package is actually consumed, since rollup bundles it.

* build(ts): list the global type packages explicitly

Under TypeScript 6, ts-jest stops picking up @types/jest through automatic
@types discovery and every suite fails to compile with "Cannot find name
'describe'". Naming the two packages that contribute globals restores them.
The remaining @types/* packages are resolved through their imports and are
unaffected.
