Attribute and reduce ProcessGroup's fixed Windows spawn overhead

Extend the spawn_capture_small benchmark group to measure processkit's
delta over a bare CreateProcess for short-lived commands, break the
start path (Job Object creation/assignment, stdio setup, suspend/resume,
member registration) into phases to attribute the cost, and resolve the
resumed child's thread via NtGetNextThread to cut our own overhead
without weakening containment, start atomicity, kill-on-drop, or pump
semantics. Record the measured results in docs/comparison.md.
