test: tag scavenge and category-projection tests as flaky

Both race against server-side processing that is not deterministic on a
freshly started EventStoreDB 23.10 container: the scavenge test can call
stop before the scavenge finishes transitioning out of the running state,
and the category-stream test can read before the $by_category projection has
caught up. They pass intermittently, so exclude them from CI via the existing
:flaky tag rather than letting them flap the build.
