ci: limit test concurrency to avoid sporadic operation timeouts

The suite runs ~100 tests async, each opening its own connection to a single
EventStoreDB. On CI runners that contention intermittently pushes individual
operations past their 5s timeout, failing a different test each run. Cap async
concurrency with `--max-cases 4` in both workflows so the shared server keeps
up, rather than tagging the symptomatic tests as flaky.
