chore: pull template updates, migrate to oxfmt, update dependencies (#386)

## Summary

- Merges latest changes from `template/main`
(peerigon/template-public-package), including GitHub Actions pin
updates, VS Code settings, and CI workflow improvements
- Replaces Prettier with **oxfmt** for formatting (`test:format`,
`lint-staged.config.js`, new `oxfmt.config.ts`); reformats all source
files accordingly
- Upgrades `@peerigon/configs` from v18 to v21 and fixes resulting lint
errors (`@typescript-eslint/restrict-plus-operands`,
`@typescript-eslint/explicit-module-boundary-types`)
- Updates all non-ESLint dependencies to their latest versions
(TypeScript 7 skipped due to peer dep conflict with `@eslint-react/ast`
in `@peerigon/configs`)
- Restores `LICENSE` to `jsr.json`'s `publish.include`, which the
template merge had dropped, so JSR-published packages keep shipping the
license file
