chore(tests): use Scrutiny's shared AuditLogger spy (#46)

Scrutiny now ships Scrutiny\Testing\Doubles\SpyAuditLogger, so this suite
stops maintaining three of its own. 309 tests, 823 assertions, 6 deprecations,
50 skipped before and after — nothing has quietly stopped being covered.

  - SpyAuditLogger, RecordingAuditLogger and NullAuditLogger were the same
    class three times over, differing only in which of the two calls they
    recorded. The shared spy records both: $entries has a row per audited
    field with logBatch() fanned out, $batches keeps the unexpanded batch.
    Checked before combining that no test asserts on both views, and that the
    one assertCount(0, $entries) case audits nothing at all, so the fan-out
    cannot perturb it.
  - The bootstrap now autoloads the whole Scrutiny\ namespace from the sibling
    checkout (SCRUTINY_PATH still overrides) instead of requiring AuditLogger
    by name. That also supplies PersonalDataFields and PersonalDataPolicy from
    real source rather than stubs.

Three eval() fallbacks are gone with it — hand-written copies of AuditLogger,
PersonalDataFields and PersonalDataPolicy that let the suite run from a bare
clone. They never ran in CI, which always checks Scrutiny out, so nothing
would have caught them going stale, and they could not supply the spy in any
case. A bare clone now fails fast with a message naming what is missing.

ControllerRoutesTest's cross-file require_once list is down from four entries
to one; everything else it reached for now autoloads.
