docs: record SBCL oracle availability, start informal differential checks at R2

Resolve the plan's tier-3 caveat with a dated note: no Common Lisp
implementation is installed in the dev environment, but sbcl (apt
candidate 2:2.6.0-1), ecl and clisp are each one apt install away, with
the oracle version pinned when the R6 harness lands.

Record the consequence for phases R2-R5: informal hand-run differential
checks are available from R2 onward and should be preferred over the
tier-4 old-tree oracle wherever the old tree pins a defect the rebuild
fixes, since for those behaviours it is a wrong oracle by design.

Scope R6's remaining verification to what is actually unverified:
ansi-test availability, licence terms, and its post-D10 usable subset.
