Correct the release-verification summary: the check gates the merge

The summary said to run the whole-project verification after the bump PR merges, inverting the private protocol's gate (draft PR, verification before merge, regression keeps it draft). The 0.52.76 bump followed the summary and classified post-merge; the drift was clean, but the protocol exists to catch the case where it is not. The private document stays authoritative; the summary now matches it and says so.
