Random signal initialization plugin. (#1384)

* add random signal initialization plugin.

* manual udpate and line lengths

* deduplicate MACOS and Linux build setup for siginit.

* deduplicate also for Windows.

* fix VHPI plugin to load after plusargs are passed.

* test: remove legacy plusargs in run_regr

* test: move siginit tests to single regression list.

* fix check of possibly uninitialized value.

* test: fix missing siginit load in reheat mode.

* Makefile fixes

* fix due to constrained types being now correctly reported as sub-types.

* Change run_regr option to plugin=

* Tidy documentation
