chore: install delft from dev branch and drop build-time model fetch

Install delft from the git dev branch (adds git to the runtime image) until the
1.0.2 release is on PyPI; dev carries the tag-time num_workers=0 default and the
logging fixes. The PyTorch models are committed under grobid-home/models, so the
build-time fetch step and grobid-home/scripts/fetch_delft_pytorch_models.sh are
removed.
