* test: add agent capability contract tests for shared tool-policy resolver

Pin the contract between the shared agent-family/tool-policy resolver
(deriveWorkerDisallowedTools, resolveAgentFamily) and the UI-rendered tool
lists. Covers permissive Coder inheritance (empty profile, full runtime
capability), shared worker/LH resolution, the LH-only ownership boundary,
legacy migrated data, and RPC/task-ID validation errors.

* refactor: share DENIABLE_TOOLS across daemon/web/test; tighten contract tests

Review round 1: hoist the deniable-tools set to a single shared export
(@hyperneo/shared DENIABLE_TOOLS) consumed by the daemon resolver, the web
editor, and the contract test, removing the third copy. Reframe the test to
pin effective runtime capability against that shared constant (dropping the
tautological UI stencil), remove cases that duplicated
agent-family-resolver.test.ts, and replace `as never` stub casts with typed
Partial<Space>/Partial<SpaceTask>.

* test: drive real worker resolution path instead of local LH/worker mirrors

Review round 1 (P2): replace the locally-recreated worker/LH extraction
adapters with a real createCustomAgentInit call, asserting the worker
production path delegates to deriveWorkerDisallowedTools. The LH production
path (buildLongHorizonAgentSessionConfig) is already covered by
space-runtime-service.test.ts, so it is pointed to rather than mirrored.
