fix(workspace): make a freshly created workspace the current one (#329)

Creating a workspace never moved the selection, and currentWorkspaceID resolved to the selected
session's workspace, so a new workspace was never current while any session was selected: File >
Rename Workspace edited the one you came from, and cmd+n put the session there too.

AppStore now tracks the workspace holding the target — a foreground create, or `workspace select` on
an empty one, which has no session to select. It is dropped when the selection CHANGES, when
`workspace select` names a workspace that has sessions, when the workspace is removed, when the
workspace filter hides it, and on restore. A same-value reselect is not a change, so
`overlay open --follow` and single-session navigation leave the target alone. A background create
never takes it, so a script cannot steer the GUI's next add.

Also fixed along the way: reopening an empty closed workspace no longer deselects the live session,
and the action palette's Move Session list excludes the session's own workspace rather than the
current one, which had hidden a freshly created workspace as a destination.
