Ignore local phpstan.neon override (#23)

phpstan.neon (no .dist) takes precedence over the committed phpstan.neon.dist
and replaces it outright — PHPStan uses the first config it finds and does not
merge the two. Three sibling plugins had each accumulated a stale local
phpstan.neon pinned at a lower level, so local runs quietly disagreed with CI.

Ignoring it keeps that file available for genuine local tweaks while making it
impossible to commit one by mistake. Matches the other plugins.
