- Update the `commit-and-issue` skill: drop "how it was tested" from the
  `#### Additional details` template placeholder, and add a note that a
verification/CI rundown (`go build` / `go test` / `make lint` / `make`
targets)
does not belong in the commit or PR body -- CI runs the full suite
against every
PR, so a local pass/fail checklist is noise. Reproduction steps a
reviewer must
  run to observe the effect remain welcome in `#### Additional details`.
