feat: give examples/smoke a self-provisioning path via consumer manifest (#1140)

- add examples/smoke/main/bb_wire.h, a bbtool codegen consumer manifest
  wiring bb_wifi_prov_autoinit(bb_wifi_prov_default_form_get(),1,NULL) at
  tier=regular -- outside bb_wifi_prov itself, since it must never
  self-register its own default form
- add bb_wifi_prov to [capability.smoke].components in bbtool.toml; its
  PRIV_REQUIRES on bb_wifi_ap is pulled in transitively, so
  [board.smoke_wire_baseline]'s existing remove_components=["bb_wifi_ap"]
  stays a no-op as before
- pass --consumer-manifest from every smoke-gen-<board> Makefile target
- document the new blank-NVS SoftAP/captive-portal recovery path in
  examples/smoke/README.md

a blank-NVS smoke board previously had no provisioning path at all --
it booted cleanly with no SoftAP and logged
'no ssid configured; skipping connect', so recovering it required
flashing examples/floor instead (B1-1274)
