test(cfloat): strengthen round_style tie test per CodeRabbit (#1254 follow-up) (#1258)

Add an unambiguous normal-range tie (1.5*1.09375 = 1.640625 -> even 1.625)
alongside the existing subnormal-boundary tie, and clarify the comments. The
subnormal tie (0.25*3.9375 = 0.984375 -> 1.0) is retained because it rounds AWAY
from zero, which is what distinguishes round-to-nearest-even from the
round_toward_zero the label previously (wrongly) reported -- the normal-range tie
alone rounds toward zero and cannot make that distinction.

(CodeRabbit's premise that 0.984375 is representable was incorrect: for
cfloat<8,2> min_normal is 1.0, so 0.984375 is subnormal and rounds to 1.0.)

gcc + clang: cfloat_traits PASS.
