fix(cypher): apply WHERE predicates before LIMIT fallback

Ensure MATCH queries on non-streaming storage wrappers evaluate compiled
and general WHERE predicates before truncating results.

This restores exact multi-word CONTAINS semantics and prevents unrelated
rows from bypassing WHERE filters in queries such as
`WHERE n.content CONTAINS "safe to delete" LIMIT 5`.

Add a regression covering matching and non-matching multi-word phrases.
