fix: don't disable environments when reviving unarchived flags

reviveFeatures filtered candidates with `toggle.archivedAt !== null`,
but the store maps a null `archived_at` to `undefined`, so the filter
never excluded anything. Any flag passed to the bulk revive endpoint
therefore went through disableAllEnvironmentsForFeatures, silently
turning off flags that were never archived, and emitted a bogus
feature-revived event.

Detected and fixed by claude. The bug seems legit to me, though.
