fix: replace workspace:* dependency with real range, bump to 0.0.2

runner-autocomplete@0.0.1 and web-autocomplete@0.0.1 were published
with an unresolvable "@sourceacademy/common-autocomplete": "workspace:*"
dependency, because they were published via changesets' "no changesets
found, publish unpublished versions" fallback path, which skips the
`changeset version` step that normally rewrites workspace: protocol
ranges to real semver on publish. workspace: only resolves inside this
monorepo, so any external installer (e.g. frontend) fails to resolve
these packages entirely.

0.0.1 can't be fixed in place, so bump both to 0.0.2 with the
dependency pinned to the already-published common-autocomplete
^0.0.1. Also added the missing publishConfig.access: public to
runner-autocomplete, matching web-autocomplete and common-autocomplete's
sibling packages, so a plain `npm publish` doesn't need --access public.
