feat: suppress mdns/mqtt during provisioning and reboot after validating creds (#1121)

- provisioning mode is transient: obtain creds, prove they work, restart
- floor skips bb_mdns_init/bb_mqtt_client_init_default on a no-creds boot
- reboot on the wifi lifecycle RUNNING edge, covering re-provisioning too
- neutral save-page wording so it stays true for non-rebooting consumers
