feat(fixpnt): aggregator header includes fdp.hpp so quire_mul is discoverable (#1245)

Complete the aggregator fdp discoverability work (#1201): have fixpnt.hpp include its
fdp.hpp the way posit.hpp / cfloat.hpp / lns.hpp do, so quire_mul(fixpnt, fixpnt) and
fdp(...) are reachable from `#include <universal/number/fixpnt/fixpnt.hpp>` alone --
callers (e.g. the mp-blas quire adapter, mp-blas#13) no longer need to add fixpnt/fdp.hpp
by hand. fixpnt has no legacy-posit forward-declaration conflict, so this is a clean
include. Extends static/quire/api/aggregator_fdp.cpp to cover fixpnt<16,8> (exact dot == 8).
Green on gcc + clang; fixpnt_api / fixpnt_fma still build (no regression from pulling
quire into every fixpnt TU).
