fix: drop erroneous use($submenu) capture on admin_head closure (#26)

registerTrumpetMenu() registered an admin_head closure with
`use ($submenu)`, but no $submenu exists in that scope, so PHP emitted
an "Undefined variable $submenu" warning every time the admin menu was
built. The closure body only uses $plugin_url, so the capture was purely
erroneous; remove it. (The separate admin_menu closure a few lines down
that manipulates $submenu via `global` is untouched.)

With the warning gone, PluginAdminTest no longer needs its scoped
error-handler workaround, so the wiring test now exercises
registerTrumpetMenu() directly and fails if any warning reappears.
