docs: Correct the plugin-install comment about when the OS window is created

The comment added in #1259 said SilkWindowPlugin.Install 'creates the window
(and therefore initializes GLFW) right here'. Only the second half is true:
Install initializes GLFW and builds the managed IWindow, but the OS window is
created later by Run() -> Window.Initialize() -> glfwCreateWindow.

That distinction is exactly what this PR is about, so leaving the comment
asserting otherwise would mislead the next reader into thinking an await before
Run() cannot affect window creation.
