Remove IS_DJANGO5/DJANGO_VERSION dead code (#1126)

Both existed only to bridge pre-5.0-vs-5.0+ aria-describedby rendering
differences. Now that the Django floor is 5.2 (post EOL-4.2 drop), the
condition is always true — inlined the branch and removed the
now-unused constants and their only import (django.get_version).
