Add MAINTAINING.md; scope + PR checklist in CONTRIBUTING.md (#1125)

Splits durable maintenance policy from the actually-current version
matrix: tox.ini/ci.yml/pyproject.toml stay the single source of truth
for the matrix; MAINTAINING.md states the rules for how it's chosen
and kept current (per endoflife.date), instead of restating version
numbers that go stale the moment something ships.

Moves the Release process section from AGENTS.md into MAINTAINING.md.
Also folds the existing maintenance-mode note into CONTRIBUTING.md's
new Scope section, and fixes stray escaped-quote artifacts (\", \')
left over in the file's prose.

Mirrors the same docs already added to django-bootstrap5.
