fix(rdf4j): healthcheck probe for wedged federation pool with auto-restart

Raising the federation pool limits (4375573) only delayed the wedge: the
RDF4J SERVICE federation layer leaks connections on its self route (the
public URL all /api SERVICE clauses are rewritten to), so the pool fills
up again while direct queries stay healthy and the existing healthcheck
sees nothing wrong. Add a second probe that runs a minimal SERVICE query
through that exact route and reuse the pkill restart when it fails, so a
wedged instance self-heals within ~2 minutes. The probe needs the public
URL, so NANOPUB_QUERY_URL is now also passed to the rdf4j container;
when unset (local dev), the probe is skipped.
