fix(rdf4j): raise federation HTTP pool limits to prevent /api starvation

All SERVICE clauses in /api queries are rewritten to the instance's own
public URL, so the entire federation load shares a single HttpClient
route inside the rdf4j container. The RDF4J defaults (25 connections per
route, 50 total) saturate under concurrent federated queries, starving
every /api call with "Timeout waiting for connection from pool"
(fleet-wide incident 2026-07-28). Raise to 100 per route / 120 total,
staying below Tomcat's 200 worker threads.
