fix: force validation of single valued constraints

Single valued constraints are not correctly validated on the API level
so it's possible for a user to create a constraint that's completely
broken without knowing it. However, this is validated on the frontend,
so this is a subtle bug that can only trigger via the API or change
requests. Haven't validated if there is an actual path to do this via
change requests but I don't think it matters - I'm closing off all the
possibilities for this
