MB-72535: Cap total leaf term searchers per search

Add MaxTermSearchersKey: when a positive limit is present on the search
context, install a per-search counter and fail construction once the
total number of leaf term searchers exceeds the limit. Counted at the
single leaf choke point (newTermSearcherFromReader).

Unlike DisjunctionMaxClauseCount, which is enforced locally per fan-out
node, this bounds the global count across the whole query tree.
