Add MAINTAINING.md; scope + PR checklist in CONTRIBUTING.md (#844)

* Add MAINTAINING.md; add scope statement and PR checklist to CONTRIBUTING.md

Splits durable policy from the task-list of actually-current versions:
tox.ini/ci.yml/pyproject.toml stay the single source of truth for the
matrix; MAINTAINING.md states the rules for how it's chosen and kept
current (per endoflife.date), instead of restating version numbers
that go stale the moment something ships.

Moves the Release process section from AGENTS.md into MAINTAINING.md
(same duplication problem it was previously flagged for elsewhere).
