feat(web): show progress while looking for the product again

While the installer looks for the product, the "Product not found"
screen only turns its own actions busy. That says something is going on,
but not what nor how far along it is, and it says nothing at all when
the search was started from somewhere else.

It now also shows the usual progress overlay, telling which step is
being performed.

The overlay is mounted on the empty state instead of on the page. A page
level one would cover the whole overview every time the software service
does anything, even when the user could carry on working. This one only
exists while the product is missing, and by then there is nothing else
to do on that screen anyway.

The software page already has its own overlay, so it stays as it is and
no screen ends up with two.
